shared host ?

if u can edit ur php.ini file then find the disabled functions and edit it..

or if you are in safe mode then contact ur host.

btw you are on a non rapidleech friendly host if they are not allowing you to run process then they will ban u if u use rar/unrar because it uses intense cpu resource..

u can pm me ur server login details if u want me to fix this error for you..
