not paid at all, that is it is still red and requested. No attempt to pay has been made.

and yes my paypal is fully verified and fine and i put the correct details in , I smell something fishy

upto till now i am at plan 3(rebill)
today i am changing to plan 2(sale) after 2pm when plan 2 sales starts count from today or tomorrow

if i got any rebill for today before 2pm did that rebill will count or not after 2pm if we got sale is it will be counted

Is nothing wrong with your paypal account. the problem is between paypal and netload. Can you read the last 10 pages please.?

I understand the problems, i do not understand why they do not cancel my requests and put it back into my balance. (5 emails sent now) - one every other day

TBH i do not think anyone will get payments for months if at all. If all funds are within paypal, there is no money for affiliates.
