a VPS can run PPTP

Do you know how to install the software or would you require the host to do it?

I can install it myself as PPTP

Well then just find a VPS with your bandwidth requirements...

You can install it on most openvz / XEN-PV providers easily..

All of our plans got dedicated kernel and you use PPTP on all of them, check the signature.
BTW, I recommend you to go for Netherlands servers.
