Issue logging into root

[Webmin]

how are you connecting? should be sftp.

you select sftp protocol
login type normal
username root
password root password

I am doing that, it still says connection refused.

I get this now

Error: Connection closed by server with exitcode 127
Error: Could not connect to server

Maybe it is a setting in ssh blocking ftp? Maybe root isn't enabled for ftp? How do I enable it? How do I check if it is enabled?
