RDP or VPS, unmetered, 400GB HD, with sBorg

Hi Folks!!!
First of all, I would like to explain what I have, what I need and would I'd like to do:
At the moment I have a really good RDP plan, 1000GB, UK, unmetered, with windows = 30USD ;-)

I really like it, but since I want a little bit more.... here I am.

I would like an VPS, RDP or Dedicated (you offer) with windows on it, like the one on most RDP plans.
At least 400GB HD
Private Torrents allowed, downloading & seeding
Installing softwares like irc script, not bots or spamming stuff, just for downloading stuff
Extracting/Archiving files allowed, will not have more than 1-2 un-rarring at the same time

and for now, it's like the RDP i have,
but i'd like to install sBORG, I would like to use it from my home pc, let's say you install it, I'd like to connect to sborg without opening a remote session, just using an address like this: "http:149.3.145.45/sborg.php" but I would like to be able to use the remote session even when sBorg is working (downloading, renaming, re-uploading,posting).

Is this possible? Please answer with your offer or if you have some tips for me or ideas I'll be very greatfull to you.
