As far i know Paypal itself is partnered with Payoneer now , so it should work

Just to clarify, paypal is not partnered with Payoneer.

However, you can verify your paypal account with your Payoneer card, since the Payoneer card works like any debit MasterCard. Please make sure you have funds on the card first since paypal charges a small amount.
