i search the same thing not especially cartoons, but i want create covers, you use photoshop?

Yeah. Some one say It could be done on "fabric add-on Photoshop" wht u say. can any one prove?

I am a Photoshop designer, there are many ways to achieving this effect, there is a inbuilt system in the filter/texture section (though it is limited). You can also use certain plugins, none I have found to be as precise and effective as shown above. The best way is to research vector portraits and find a good tutorial. Most of the highlights / low-lights have to be done manually, try the link below.
