I think NL is the best, with LW being one of the major provider in NL, and LW has a HUGE network which really helps. I used to get 100 MB/s download speed from LW's NL to a US 1 Gbps server. So I guess it does have great upload speed to US as well and of course, no need to mention about its speed in the EU region, it's already fast!
