Warez is going down the drain, you should make an information website as it would be more useful and there are less of them around in a chosen subject

I would def choose an info site, the life time of a info site is statsticly going to be much higher than that of a warez site. Plus in the future its more likely that google will slap warez sites compared to info sites, thus losing all your hard work.

As for cost, your going to need hosting (roughly 10$ /mo)

Domain name + Private if you want ( $12 ish at namecheap)

Seo - Really depends on your competition, some niches you spend 1000's others you can spend 100 and get to #1
