Well yes, if it was uploaded by an anonymous user.

Max file downloads 200(anonymous) 370(registered) 0(Premium) (0 = unlimited)

i m a premium user and my all uploaded files stuck after 200 dl saying file reached max dl limit !

Well yes..because they were downloaded by anonymous users that can only download 200 times. These limits will be increased or removed soon. There's still a lot of work to be done and a lot of problems to solve.
