My comment wasn't directed towards the user who asked, it was generally speaking, people here have been complaining about this(see older pages).

And for your queries, yes you get 90% of the PPD rates. So if 1000 Americans downloaded your 90 MB file, you won't get 15$, you'll get 13.5$.

Thats correct. Or another way to put it is that you need 1100 American downloads to get the full $15.
