you can do it thru money exchanger, badly money exchanging staffs are not allow here.

As everyone above has mentioned there are not a lot of 3rd party companies that are trusted to-do this I would recommend attaining a bank account and move files from paypal to bank then bank to alertpay. There may be fees involved so I would read those before proceeding.
