Registered company or not, it doesn't matter. So long as the company or individual provide a good quality service (over an extended period of time) then their legal status is irrelevant and I'd be inclined to add them to such a usergroup if it existed.

As for making a usergroup in the first place, I don't think so. Use your own common sense when you're judging hosts. Why do you need a usergroup to tell you what hosts are good? The bad ones are pretty obvious. You can always tell which ones aren't going to last.
