If I upload through web upload which location will be used, EU or US?

We developing web upload base on IP location.
If EU IP -> move file to EU Server
Also -> move to CA Server

So you are still developing it or it's already in place? I tried uploading from EU and the US and the results are:

EU: 7.4 MB/s
US: 26 MB/s
