So then you're increasing it?
You can only do either of the two, decrease or increase and you said you're making an adjustment to the PPD rates and you're saying it isn't a decrease therefore it is an increase correct?
Basically when someone says they're making an adjustment to PPD rates, which is right after they've made payouts it means they feel they paid out too much and want to make more for themselves so cut the rates for PPD for affiliates to earn less.
I've been in the game a long time man.

If access to the file must be limited, the website provides a password protect facility. We need to be able to monitor the content hosted on our servers effectively and cannot do so when files have been uploaded with encryption or password protection directly on the file itself. This has been incorporated into our terms of service.
This is a measure to prevent and discourage the uploading of content such as child pornography.
Anyone who disagrees with this, please cease using our service and go elsewhere.
We will be implementing an automated service in due course to locate such files. A global announcement will be sent via email in due course also.
Anyone found to upload such files after the notice is communicated will be banned from our service.
To clarify, rar/zip files are allowed, but they are not when the files themselves are password protected or encrypted.

In other words they go through affiliates files to prune what they would like to keep for personal use and rehost elsewhere if useful items. Why would a host need to go inside of an affiliates rar and zip files if when they have a policy of when people file DMCA against those files, they delete them immediately without question? Never heard of a single host not allowing password protected files. Perhaps you're trying to see what kind of content you can retrieve from affiliates that would be useful to your other websites such as MP3's and whatnot?
Man I'm so on to how you operate it isn't even funny. I hope you put this notification on your website too.
