Problem with that hook would be if you checked for http for links how would you determine if they were the other types of links.
Like videos self made or youtube or images or other zipped files for sharing code.

Better not to give them post/reply permission for the link forums until they hit the post count and automatically promote them to the goup with post/reply permission for those forums.
