Anyway, No one can get you a dedicated server for that rate with 1Gbps speed.. I recently bought a Romania VPS and like 100-250Mb/s from any European server remote upload or torrents. And get 200-400Mb/s at my Australian server but the cost is higher than you mention.
I like softlayer servers if I need to torrent or downloads from USA based websites.. Either you should up your budget or wait for it maybe someone came to you with a cheap offer in here.
