You need an illustration made, and you want several people to do entries, and you will choose one for just $5-10.... Great

Sorry but you wont get a design like this for only $5 including AI work.

I highly recommend upping your budget.

as the above 2 guys said, no one in their right mind is going to create a vector illustration for 5-10 dollars, try adding a couple zeros to that amount

even that is quite low for a completely custom drawn illustration, something like this if you research it a good starting number might be around the $100 mark for a completly custom illustration like you are requesting

Mate, it doesnt seems as easy as it sounds.
It is not a child's play to create Vector Illustrations.
And in no place, people can offer Vectors for 5-10$ .
I think, if you increase the prices upto 50$, you can get a decent design.

That's a freakin big design you use as example. You won't find that below the $100.
