DirectAdmin doesn't allow 3rd party resellers.
The cheapest way for getting cheap DirectAdmin license(around 5-10$ /m depending on the hosting provider) is from your hosting provider itself assuming he is an authorized DirectAdmin partner who has access to "Code 500" licenses.

My new host does not offer DirectAdmin license

You'll have to contact your hosting provider for this. There are various hosts that offer a license for 5-10$, some like XSLTEL offer a directadmin license for free to its customers.

I can provide you with a server lic and/or a vps pm me if you still need it.
