Actually, page rank does mean something. It means that the website being viewed has (many) good quality link backs.

Example, a PR5 and a PR0 site. You'd get a link on the PR5 one because it obviously has better quality exchanges already, meaning your page will be found more easily and seen has quite relevant. Whereas with PR0, obviously nobody cares about it enough to link to it, meaning you just wouldn't get your link on it.

The point is, it doesn't affect SERPs but that doesn't mean it is useless. PR is useful in many situations.
