vps is it oversold

just got a new vps and only just setup with kloxo and max memory showing

Mem: 1024 1023 0 0 0 947
-/+ buffers/cache: 75 948
Swap: 488 6 481

Added after 12 minutes:

after i reboot with in 10minutes it goes up and up to the max of 1gb

just found out my -cache memory is fine and to ignore the + which i no idea why its confusing
