I think you build up as needed not start extremely high.

You need hardware (web, database, several TB's of storage - all redundant), bandwidth (if you just want to play around, then you're fine with some 100 mbps "dedicated" line. But I personally wouldn't start with less than 1 gbps true dedicated one). People aren't gonna code for free, unless you're fine with some barely usable crapscript, which will just cost you more money in the end than properly coded and optimized script.
Besides all of that, you need a sustainable revenue model, days of free uploading are definitely over already.

You still think you're gonna achieve all of that with $500 a month?

@Azo I never said my complete budget. I just stated I'd like a minimum for a person for month #1, I think it's fine to have 500mbit month #1. Or after 2 weeks, if it's starting to get huge, add new servers. I personally was thinking of getting 5 100mbit servers, like 4tb hdd each, as hdd's don't cost shit nowadays. But I assume you thought about this as well, and I know you probably have a big budget too. Why didn't you start one yet, if I may ask?

Don't have enough of trustworthy and capable people around me. Also, since I know several big file hosters by myself, I don't want to piss them off by competing with them... for now.
