Ok, I don't know if I'm right, but its made from a script known as 0dayDB
I'm having the script with me in my old HDD. If you want I can give it to ya. Shoot me a PM

The 0daydb script was a POS, surely this is not based from that?

Also i fail to see whats so special about either of them? You could do similar with WCDDL or DDL CMS?

Whoo.ws might be based on 0dayDB, but only the codes would be heavily optimized & fixed for better security as the original 0dayDB 1.3 (I guess it was the last release) had many security holes
So, my guess, Whoo must have heavily changed the codes to make Whoo.ws
Again, I can be proved wrong in this case.

I seriously doubt anyone would use the 0daydb script as a base now days... i once used it as a base fora ddl script and improved it tons but it was still a POS lol... you may as well start from scratch.

If you just want a similar site you could mod WCDDL to that standard in a day or two if you worked hard.
