vBulletin Options > Message Posting Interface Options

Then change the Full Editor to either "Enable Standard Controls" or "Enable Standard Controls & WYSIWYG Controls", whichever you prefer.

I did that.It was default.

You might try this, although it could be way off base.

Style Manager > Edit Templates, then go to New Posting templates. Revert the template called "newthread"

Edit: Not sure what site this is on, but on ilovewarez.org I see the formatting toolbar when making a new thread.

sorry to be rude but you need to read the manual if you have this many issues
everything your asking is just a simple read but you post here as if its a major problem
