Actually, you could just replace the green little images that vB has by default.

I think you can find them under images/reputation
(always depending on custom theme)

Say I had a repbar that says RESPECTED When a user gets X reps the R is highlighted. When a user gets XX reps the RE is highlighted. and so on until full RESPECTED graphic is highlighted.
