Its a simple template edit.
I'm not sure if this is correct but check out Postbit Templates > postbit_legacy.

you would need to edit the WYSIWYG editor. The WYSIWYG editor is defined primarily by Javascript files. They are found in /clientscript/

If it were me then I would rather put this in as a template edit so when you upgrade your board you won't have to make the edits again.

If you want to do this as a template edit then go to

Styles and Templates --> New Posting Templates

You will need to edit both the new thread and new reply templates

Search for

<!-- / message area -->

add your code below.
