There is a few things you can do
1) look in your .sql file and see if it has that table, if it does well we know its number 2, so just reimport, if it doesnt then we can assume your backup is incomplete,

if your backup is incomplete you have pretty much lost the missing data, however you can still use the db, there is a few ways to use it still

Dead Cert Way
1) Install a fresh copy of vBulletin
2) cut the post/topic/member important bits out of the db and run as a query

A Possiblity
1) Upload the latest copy of vBulletin 4.0
2) Run The Upgrade feature
3) wait and hope... it may then insert the missing tables...

Another Possiblity
1) Convert the db to ipb then convert it back to vBulletin

There is probably more ways, it all depends on the reasons for this error, probably the most important question is it in your sql file, once we know that we have the key to what we need to do next!
Is there any way that I can contact you away from this site such as AIM, MSN, ect... I have it all.

That way we can figure this thing out if you wish to help me because I don't know much...

It sounds like you know a bunch about this, if you do then we can probably fix this, and know for next time. Also I would have another trusted webmaster I can come too if anything...
