I really don't think you're gonna find a VPS with 512MB dedicated RAM for $10/month or less, at least not for warez linking, I pay $19/month for a VPS with 256MB dedicated RAM.

Honestly are you sure you even really need a VPS, looking at your Alexa rank, shared hosting could definitely support your site.

Yeap, like michigan said, they ignore DMCA notices.

And yes, your website is hosted in US also, I think last time I heard Softlayer doesn't support warez at all, including linking.
