the user panel is not bad, but the rest sucks. no offense

the navbar is huge, the logo is just some text with a chape background and footer is just fail.

^ ahh well, its good for a first. I suggest you browse over some skinning sites to get an idea of a larger variety of layouts and techniques. It will help you a lot when designing your own skins.
