What mods do you have and what compressions are enabled via apache. Also what is the compression level in vBulletin settings.

Turn off GZIP in vBulletin under vBulletin Options -> Cookie and HTTP Header Optimizations...

edit config.php and add DEFINE('NOZIP', 1) right under the <?php line to disable GZIP.
