Go with Ukraine instead, but if you want hosting from Russia then yeah its good. Warez linking should be just fine (but make sure you ask host about it).

Hosts in Ukraine don't really want to allow warez linking anymore, well at least the oens I spoke to.
As for Russia, yes it's allowed, but prices are a bit on the high side.
