Help me with movie title!

Ok so there's this movie that I can't remember the name of. It came out a couple years ago. It was based over in like england or somewhere like that. Anyway. I think there was some virus that the government or military released that was killing people. They sealed off the center of the city and flooded the rest. Well later in the movie they sent out a team of soldiers to go get some antidote or something that a scientist outside the walls had made. There was a chick in the movie (main character) that had a fake eye that was a camera and the screen was on her watch.

I also remember one scene where the "evil" guy who had a white/blonde mohawk was the leader of the survivors and he was dancing to music on stage and these two smokin hot sluts stood in front of him he pushed them over and then smacked their asses. Also the survivors ate people!
