well they are pretty much saying they will open investigations against people downloading pirated software such as you and I. They will be able to get access to what you have been downloading via your internet provider.
So its going to be easy to arrest people for downloading pirated content
its very bad for us usa people and others

On a more serious note, I will just download stuff to a dedi offshores and transfer it to my house via FTP.. Can't prove what's in those FTP downloads!
