How to disable control panel access and limit hdd space

hi

I have a server with windows xp sp2 on it

I made 2 RDPs on it, but the 2 RDPs can access :

1- the control panel and
2- the space is shared with both

how can I limit their access to just the things they need

like, no access to control panel and the space : 500 giga space to be divided to 250 giga for each and each one see only his space .
