Designer to design a template..

my budget is $12usd
I need someone to design a hosting template. I'd need the .PSD (I'd keep copyright to designer on the template), if anyone would do it I'd only need one page, just the .PSD, not coded or anything.
It needs to be for a hosting site .. I realise i'm not offering much so dont reply with "Ohh my god no ones gonna do it for 12$" but yeah
