Ok so the most likely problem is their receiving a dos attack or some other simillar attack and have temporally blocked the IP range. The problem in India where it is based is a large number of users share similar IP addresses. This happens way more so than other countries like the US or UK so when one IP range is blocked it only affects a few hundred users rather than in India where it affects a couple of thousand.
Their's not much you can do about this besides be patient and wait for the doss attack to stop and the IP to be unblocked. Until then you have little choice but to use a proxy or other similar method to hide your IP address.
