It helps if you post the version of vB you want it for..

I found this one for vB4, it should also work with 3.

And this one is good for vB3.. It applies to all members.. they have to read and agree to the rules once. (new members will be redirected after they do something, like try to post a reply.)

Try them out.. There are also some other mods for new members, that do something else, like "attention zero posters", you can edit them easily and make a mod for your needs.

just use cyb's advanced forum rules it forces them to wait a user set amount of seconds before being able to accept the rules and can be forced after registration.
