This needs knowledge in IPB and php at same time.
cuz Latest Post is a hook and its in side bar.
and shoutbox comes as an addon and it appears in header.

Yeah, recent threads/posts are in the sidebar (you need a mod for recent posts) and chatbox appears normally, below the header. IP.Shoutbox is the name of the CB mod.

It would depend on the shoutbox. The upload folder contains the ssi to pick latest posts or you could write a hook.
