They won't. Well 99% won't as they'll know better.

You have to develop the DDL site a lot at the start. Offer free submits without a backlink. Work your ass off on SEO and promoting it. Offer great unique features for both users and webmasters and a lot of luck.

You won't really start getting lots of people to submit and make them have a backlink until you get some decent traffic.

It's not easy. Litewarez (litewarez.net) and CyberJ37 (atomicwarez.com) both had lots of unique features, linkbacks, high pageranks etc. Neither really worked and their both very good webmasters so I wish you all the best.

Won't it work without SEO ? I ain't an expert in this field and can't hire someone as well because I might be starting it just for fun and hardly will be able to profit.

it will take a lot longer without seo as that will be the majority of your beginning traffic as no1 will put a backlink to your site as they wont be getting anything in return really
