hmm... I had a Similar Software, which would Send PMs to Members on forums..
I dont remember its name.. And the file was there on my Old PC Its deleted now
But, i thick iPM seems to me similar..

This one is made by a small coalition for russian coders for me.

and also how does it work you need to have access to the forum? i mean database username and password? or just put the url? huh?

no, all you need is an account which can access member list, and be allowed to PM.

no need, i found free one made on perl. works only on phpbb but its easy to edit to work on vbulletin/ipb/smf
