Offshore Host - Best Support + Uptime

Okay, I have a small warez site that requires:-

Diskspace: 10-20GB
Bandwidth:150-300GB

I'm looking for a cheap shared host/vps. Because I've tried shared hosting in wrzhost, wasn't impressed with support and uptime is no good either. No offence to wrzhost staffs, but I have semi dedi/dedicated servers from you are awesome.

So any recommendations for offshore hosts with good support and uptime?
