VPS or shared host to proxy

how can i make my VPS or a shared host to a proxy server .
I m not talking about proxy script like glype . I need ip with port to be set in the browser .
some thing like this http://hidemyass.com/proxy-list/ the problem is they are slow .

As for proxying via a server, you can only do it if you have root access to your server.
For various security reasons, doing it on shared host is probably not possible.

You can also set up your own VPN account.

Couldn't understand that .Is there any other way ?

Buying a vpn is safe ? does it change all the ips of my system ?
