My ISP have an optical fiber broken, so they slow adsl speed all over the county, It's a litte better via Vpn and that's why I'm asking if I can log in via Vpn, not going to download for sure

As long as you only download from ONE IP at the same time - everything is fine.

And if you do not rape the servers you will not get noticed.

If FS thinks you are cheating - you WILL be banned.
AKA running a public Rapidleech or something like that.
