why paypal limit extabit's account anyway?

my guess is probably too many frauds (user who just buy a premium account did not satisfy with download speed then create a dispute case straightaway).

What download speed problems? With IDM you get 40+ mb/s per file (download 3 files at once, you get over 100 mb/s, not 100 mbit/s, 100mb/s)
