The user can not download because they do not have premium account. Now I want to set up a free download for my files.

I changed the plan for downloads and it says
Pay plan up to $20 per 1000 non-unique downloads accepted, changes will be applied in 01:00

but 2 hours already past still on sales,can you take a look?
