Remove 60 second limit

Why dont you have a "report multiplier" for each user, initially proportional to the number of posts they have, then automatically adjusted according to how many false positives and real positive reports they give. Then weight each report vote according to their report multiplier.

I believe the "report post" function is directly related/bound to the "new thread" function, which means you are restricted by the posting flood limit.

Nope jay, I think it's different because the report post limit is 60 secs while the new thread limit is 30 secs.

Else there are some noobs who just report report and report which will result in the energy loss of the mods to check them all the time.
