How to have community feel ?

People say that this site/that site doesn't have a community feel. I guess they mean to say that doesn't have much activity, no mod/uploaders/etc team and all.

Does it really mean what I said ? Give suggestions for my site on how to get community feel ?

you need people who want to go to your site for things other than to just get a download and leave, you need original and unique content and real users discussing stuff

But users hardly discuss stuff in warez forums. Warez forums is mainly for downloading stuff.

I have created a GENERAL DISCUSSION section but I mostly get spam there.

well you need to offer a section in your site, just dedicated for that certain thing. lets say you like PSP games, well promote your site as a PSP download website and have tutorials on how to mod it etc and make a special PSP download section apart from the games warez download, you will definetly get people interested in PSP's stuff and contribute to the community
