It's been like that for a very long time now.

I remember it going from Trusted to Respected Webmaster, but when did this happen?

Lots of respected webmasters (now members) don't run sites any more. It allows uploaders, gfx artists and spammers to join the rank now. I wouldn't worry about it. Their's people like SJshah, pi0tr3k, Myth? and others who are great webmasters not on the list.
Their's also real webmasters with huge sites and over half a million members who are members here but keep the sites they own private to not draw attention to themselves.

Never judge somebody by their rank or post count.
