Yes it is possible to be a good designer from stuff on the net but it does not happen over night it takes alot of time and effort and you also have to have a good eye for design

First you should get comfortable with photoshop know where all the tools are and what they all do from their on its just experimenting with different things just copying things from the net is not good practice if you want to be a good designer your own unique ideas will really make what you do stand out

Well how i started was making little pointless websites using pre-made templates getting used to HTML try out new things with it get the hang of it, then i started doing my own graphics banners, sigs etc so can get used to the graphics side of things then i started designing websites in photoshop and slicing them and then using photoshop to convert then i started learing CSS once you know HTML you can understand what CSS does etc and how it works its all very easy just need experience... then i started coding from scratch and expanding by coding vbulletin skins and stuff
