Should I ask for 2*?

I have site for downloads (Software, Games, Music, EBooks, Movies...).
Currently rating:
Katz - 1* (255 submitted downloads)
NexusDDL - 1* (249 submitted downloads)
PhаzeDDL - 1* (256 submitted downloads)
AtomicWarez - 3* (353 submitted downloads)
Twilight - 1* (435 submitted downloads)
DDL0 - 2* (325 submitted downloads)
WarezKo - 1* (216 submitted downloads)

Also, tell me is everything OK with banner (for Katz) and other banners and linksback to DDL sites.
And If you have some suggestions, let me know.

don't know I mean that template is pretty common. You could if it has been a month.

I'm submitting to Katz from 22 June. I have submitted and before but all downloads are deleted because before It was forum, now is site. So can I ask Katz for rerate, but I'm submitting to them only 15-16 days.
I think I need to wait 30 days when I look for rerate from 2* to 3*, 3* to 4* - 3 months and 4* to 5* - 3 months too.

Edit: Do you mean I should change the template? Is it used by many blogs?

yes it is used alot. it was one of the first templates I ever used.

but if you just became a blog wait a full month before asking for a rerate.

yeah you should wait till atleast 20th july then mail them , it will better and 99% chance to get a rank , till then submit clean posts daily
